Hubungan Indonesia dengan Chine makin 'mesra' seiring dengan gelontoran Investasi yang ditanam China ke Tanah Air. Presiden Jokowi bahkan mengatakan dalam 1-2 tahun lagi China akan menjadi investor asing utama Indonesia.
Hal itu ditunjukkan Jokowi dengan menghadiri Belt and Road Forum (BRF) di Beijing, China. Menanggapi hal tersebut, Direktur Center of Economic and Law Studies (CELIOS), Bhima Yudistira menyinggung persoalan tenaga kerja asing (TKA) China dan piutang Indonesia di balik manisnya gelontoran investasi maupun kerja sama mega proyek konstruksi infrastruktur China ke Indonesia.
Menurut Bhima, pemerintah perlu membuat perencanaan pembangunan infrastruktur dengan hati-hati sehingga proyek bisa berjalan tanpa ada jaminan dari APBN.
"Karena beberapa kejadian salah satunya proyek Kereta Cepat yang tadinya Business to Business berubah menjadi penjaminan pemerintah. Ini sangat merugikan, salahnya pada perencanaan," kata Bhima kepada kumparan, Rabu (18/10).
Dalam proyek Kereta Cepat Jakarta-Bandung, konsorsium Indonesia punya piutang USD 560 juta atau sekitar Rp 8,34 triliun kepada China Development Bank (CDB), dari total pembengkakan biaya proyek yang disepakati USD 1,2 miliar atau setara Rp 18,2 triliun. Sisanya, USD 640 juta ditanggung Konsorsium China.
Kata Bhima, pemerintah juga harus bisa lebih berani membuat negosiasi bunga pinjaman yang lebih rendah. Info terakhir dari Kemenko Marves, bunga pinjaman proyek KA Cepat Jakarta-Bandung dalam kisaran 3,5-3,8 persen, angka pastinya belum disampaikan.
Bhima menilai pemerintah terpaksa menjadikan APBN sebagai jaminan dalam proyek Kereta Cepat Jakarta-Bandung adalah karena ketidakmampuan pemerintah meyakinkan China sebagai investor. Dalam proyek ini, kata Bhima, ada keraguan China bahwa nilai proyek belum mempertimbangkan angka impor besi baja, tenaga kerja dan teknologi yang mahal, juga terkait dengan pembengkakan biaya proyek, ditambah ini kelayakan yang terlalu cepat.
"(Alasannya) lebih ke politis karena pinjaman China standarisasinya rendah, proses cepat dan di saat yang sama investasi negara Barat dan Jepang sedang melemah," kata Bhima.
Gelontoran dana dari China untuk proyek Kereta Cepat Jakarta-Bandung ini adalah proyek yang didanai dari Belt and Road Initiative (BRI), sebuah wacana besar China untuk mendanai konstruksi dan berinvestasi di belahan dunia.
Untuk mengumpulkan pendanaan bagi proyek-proyek infrastruktur BRI, dibentuk Asian Infrastructure Investment Bank (AIIB). China memiliki saham terbesar di AIIB, yakni 26 persen, sementara Indonesia menjadi menjadi penyetor terbesar ke-8 untuk AIIB dengan setoran modal 672 juta dolar AS (sekitar Rp10,23 triliun) yang dibayarkan bertahap dalam lima tahun.

Green Finance & Development Center mencatat, realisasi investasi melalui BRI pada semester I 2023 Indonesia merupakan penerima terbesar dengan investasi sekitar USD 5,6 miliar, diikuti oleh Peru sebesar USD2,9 miliar, dan Arab Saudi sekitar USD 1,6 miliar.
Bhima mengatakan, kedekatan pemerintah Indonesia dengan China belakangan ini juga menjadi upaya Indonesia menunjukkan bahwa daya tarik investasi dan bantuan pinjaman masih cukup tinggi di Indonesia. Padahal investasi tersebut menurutnya kualitasnya rendah dan banyak polemik.
"Harus dilihat juga bahwa China tidak memberikan pinjaman secara cuma-cuma. Beberapa proyek itu terindikasi impor bahan baku besi baja, impor tenaga kerjanya tinggi sekali, tenaga kerja asing," tegas dia.
Dalam gencarnya investasi China ke Indonesia, Bhima berharap pemerintah memperkuat regulasi lingkungan dan tenaga kerja. Hal itu kata dia bisa jadi perlindungan terhadap risiko investasi.
"Karena kalau kita lihat maraknya investasi China di Indonesia banyak masalah lingkungan ditimbulkan, banyak pencemaran polusi udara misalnya di kawasan industri berbasis hilirisasi nikel, kemudian dilihat dari sisi konflik tenaga kerja marak di banyak proyek," katanya.
Sebagai solusi utama, menurutnya perlu ada ketegasan pemerintah dan juga desain kebijakan. "Sehingga Indonesia bisa memiliki daya tawar untuk memastikan kebermanfaatan ekonomi lebih banyak lagi bagi tenaga kerja lokal dan kapasitas produksi lokal sehingga ikut menikmati hasil proyek-proyek strategis hasil kerja sama terutama dalam payung Belt and Road Initiative," pungkasnya.
Adapun sejak diluncurkan tahun 2013, pendanaan yang digelontorkan melalui Belt and Road Initiative hingga Agustus 2023 lalu mencapai USD 1,016 triliun, terbagi atas pendanaan kontrak konstruksi USD 596 miliar, dan investasi non-keuangan sebesar USD 420 miliar.
Presiden Jokowi pada 16 Oktober 2023 lalu mengunjungi China untuk menghadiri Belt and Road Forum. Kata Jokowi, China akan menjadi investor utama di Indonesia dalam kurun 1-2 tahun ke depan.
"Saya yakin dalam 1-2 tahun ke depan, RRT (Republik Rakyat Tiongkok) bisa menjadi peringkat pertama dan sebagai kontributor FDI (Foreign Direct Investment) di Indonesia dan itu yang saya tunggu-tunggu," kata Jokowi seperti dikutip dari Antara.
